Part of a large rail franchise bid, OHC were commissioned to produce the hard services submission, comprising strategy, condition survey, bid writing, maintenance and life cycle costing.
Due the life cycle responsibilities under the FRI lease terms of the contract, OHC undertook a detailed survey of all the assets to inform the asset replacement programme. These assets were reviewed against their condition status and assessed life expectancy. Once this was established, a full cost modelling exercise for a 15 year period was undertaken against Network Rail’s Percentage Asset Remaining Life (PARL) methodology to calculate the potential cost impact against this rigorous standard.
